I think you didn't receive the game data for one reason or another. Try running Update.bat again (and do this periodically, once a week or so). If that doesn't work, come find us in #quetoo on irc.freenode.net.
To answer your question, it's hard to say at this point. Functionally, we're pretty close. But artwork is another story. The team's artists have been strained by "real life" obligations, and so we're actively looking for new artists to lend a hand.
