Not for some time, and not necessarily formally, either. The source code is freely, publicly available, and people are welcome to play with it now or later. Whether people eventually mod Q2W, and whether we absorb any of the mods produced, I can't even speculate on. I would love to one day see a Fortress mod for Q2W, but it's too early to predict that. The game is still quite a ways from an initial release in the first place.
